This is a double border background set. There are 3 different images for the backgrounds, a left, right and middle image set up in a table. You may look at the source code, or go here for an easy tutorial on how to set up a double border webpage. You have to imagine the banner above isn't there, though. Freeservers.com apparently doesn't let us stick the banner anywhere other than the top. Otherwise, the side borders will start from the top of the page instead of mid-air.
